Regulated rent in Trieste

Under regulated rent (canone concordato) the rent is not set by the parties alone: it must fall within a range fixed by the municipality's local agreement (accordo territoriale), in exchange for lighter taxation (10% flat-rate tax, reduced property tax).

This calculator works out the range for a flat in Trieste from four things: the zone, the features (which set the sub-band), the floor area and the type of lease. It is the same engine we use in our own management software, copied line by line.

1 Which zone is the property in?

The agreement divides Trieste into four homogeneous zones, colour-coded on the official map. The examples are indicative: the exact boundary is on the agreement's map.

2 What does the property have?

The sub-band (subfascia: 1, 2 or 3) depends on the features present, under Annex 3 of the agreement. Tick what the property has.

Cases the checkboxes can't capture: A/4 and A/5 units (Italian cadastral categories) outside zone 1 fall into sub-band 1 unless recently renovated; a single stove for the whole home means sub-band 1 (unless there are 4 type B features); A/6 units and A/3 units in classes 1–3 cannot reach sub-band 3.

4 Which lease, which home?

How it works

  • The rate is in €/m² per year, with a minimum and a maximum for each of the 4 zones and 3 sub-bands.
  • Weighted floor area: the flat's net area in full (below 60 m² it is increased by 10%, up to 60), plus extras with the agreement's coefficients: balconies, terraces and cellars 25%; garages and parking spaces 30% to 100% depending on the zone; private garden up to 15%; shared green space up to 10%.
  • Increases on both minimum and maximum: furnished +15%, special value +20% (listed building or A/1, A/8, A/9). A transitional lease raises only the maximum, by up to 5%. Increases are added together.
  • Above 80 m² the parties may reduce the rent by up to 20%: it is optional, and the calculation applies it only if you enter it.
  • Where the agreement's wording is ambiguous, the engine always takes the cautious reading, i.e. the lower rent: a rent below the maximum never costs you the certificate of compliance, one above it does. Each choice is written down in the code.
  • The sub-band from the checkboxes is indicative: some exceptions (A/4 and A/5, a single stove, A/6 and A/3 classes 1–3) cannot be seen from the features. If you know it, choose it yourself.
